The attention of all the District Educational Officers (Erstwhile) is invited to the reference (1) read above, wherein the Government have enacted the Andhra Pradesh State Teachers Transfers Regulation Act, 2025, which is intended to regulate the transfer of teachers working in Government, ZP, MP, Municipal and Municipal Corporation Schools in AP to ensure equal opportunity and equitable distribution of teachers in all schools based on student strength.
In accordance with the provisions of the Act, teachers have been categorized to give priority during the Transfer Counselling under the Preferential Category, and to awarded Special Points based on medical grounds for the purpose of transfers.
1. Physically handicapped ie., from 40% to 55% of Disability to Visually Challenged/Orthopedically Challenged Hearing impaired employees. (Special Points in transfers)
II. Physically handicapped i.e., from 56% to 69% of Disability to Visually Challenged Orthopedically Challenged Hearing impaired employees. (Special Points in transfers)
iii. Physically handicapped i.e., more than or equal to 80% to Visually Challenged Orthopedically Challenged employees.
iv. Physically handicapped i.e.. more than or equal to 70% to Visually challenged/ Orthopedically Challenged/Hearing impaired employees.
v. Medical grounds for the diseases viz Cancer; Open Heart Surgery/Correction of Atrial Septal Defect/Organ Transplantation; Major Neuro Surgery; Bone TB: Kidney Transplantation/Dialysis; and Spinal Surgery
vi, Dependent children and spouse who are mentally challenged and are undergoing treatment.
vii. Dependent children suffering with Juvenile Diabetes/Thalassemia Disease/Haemophilia Disease/Muscular Dystrophy and are ongoing treatment.
viii. Dependent children who bom with congenital heart defect (holes in Heart) and who have undergone surgery shall be considered under preferential category within (3) years from the date of surgery.
(Note: The employees intending to claim on health grounds should submit the latest medical reports, certified by the District Medical Board, to the respective committees)
They are further informed that, in the reference (2) read above, the undersigned has addressed the Director of Medical Education, Andhra Pradesh with a request to issue necessary instructions to all the Additional Directors/Medical Superintendents of Government General Hospitals of (13) Erstwhile Districts to facilitate the certification process from 24.04.2025 to 26,04,2025 (3 days).
The following Government General Hospitals in the erstwhile districts are designated for issuing medical certificates through their respective Medical Boards. In the event that Specialist Doctors for the identified diseases are unavailable, the Desiginated Hospitals are requested to refer the cases to other appropriate Government General Hospitals.
1 Srikakulam: Government General Hospital, Srikakulam
2 Vizianagaram: Government General Hospital, Vizianagaram
3 Visakhapatnam: King George Hospital, Visakhapatnam
4 East Godavari: Government General Hospital, Kakinada
5 West Godavari: Government General Hospital, Eluru
6 Krishna: Government General Hospital, Machiipatnam
7 Guntur:Government General Hospital, Guntur
8 Prakasam :Government General Hospital, Ongole
08.Nellore: Government General Hospital, Nellore
09. Tirupathi: SVR Government General Hospital, Tirupati
10. Kadapa: Government General Hospital, Kadapa
12.Kurnool: Government General Hospital, Kurnool
13 Ananthapuram: Government General Hospital, Ananthapuram
Note: The District Educational Officers of the erstwhile districts are hereby instructed to co-ordinate with the concerned Medical Officers to issue all types of Medical Certificates for the teachers in the above mentioned preferential category, as well as those eligible for Special Points in transfers on medical grounds, for the purpose of facilitating transfers.)
In view of the above, all the District Educational Officers are hereby requested
1. To co-ordinate with the Medical Superintendents of concerned Government General Hospitals in their respective districts to ensure smooth planning and execution of the medical camps.
2. To constitute a monitoring committee in each district with the officers consisting of the Deputy Educational Officer (DyEO) or Assistant Director, Mandal Educational Officer and Headmaster (Government/ZP/MPL/MPL.CORP) concerned in which the Govt. General Hospital is located.
3. To make all necessary arrangements at the camp venues such as proper seating, registration counters, verification desks, drinking water and waiting areas and other essential amenities.
4. To ensure accurate documentation and proper record-keeping of all medical Certificates issued during the camp.
5. To provide proper guidance and support to the teachers attending the camp in order to avoid any disruptions or delays.
6. To take immediate action, if any discrepancies, forged documents or irregularities were identified by the Committee. Strict disciplinary action shall be initiated against the individuals who found to be involved in such activities, as per the applicable rules and regulations.
7. The above information should be disseminated through press releases, WhatsApp groups, and electronic media to ensure that all eligible teachers applying under the preferential category, as well as those entitled to special points, are compulsorily informed and able to avail themselves of the facility.
All the Regional Joint Directors of School Education and District Educational Officers in the State are requested to personally monitor on conduct of these medical camps and ensure that the process is carried out smoothly and successfully, without attracting any criticism in the matter.
