The attention of the Director invited to the references cited. of Schoo Education, A.P., is

2) Government has enacted The Andhra Pradesh State Teachers Transfers Regulation Act, 2025 (Act No. 9 of 2025) to facilitate and regulate the transfers of Head Masters (Grade-II) and Teachers so as to ensure rational deployment of them across Urban and rural schools. deployment

3) Vide GO 3rd cited, The Andhra Pradesh State Teachers (Regulation of Transfers) Rules, 2025 have been issued in terms of cited, Section 26(1) of The Andhra Pradesh State Teachers Transfers. Regulation Act, 2025 (Act 9 of 2025). In the said rules, Sub rule (i) in rule 3 states that "The Commissioner/Director of School Education shall issue transfer schedule with the approval of Government through official website https://cse.ap.gov.in."

4) In the reference 2nd cited, the Hon'ble High Court of A.P in WP(PIL) No.84 of 2025 and W.P.No.11172 of 2025 filed by the National Federation of the Blind against the above said Act, 2025 made the following order Dt.01.05.2025 that,-

"In the meantime, status quo be maintained with regard to the transfer of all the employees who are Persons with Benchmark Disabilities (PwBD), including those who are visually impaired."

5. Unless the above said order of the Hon'ble High Court is stayed/vacated or set-a-side by the Appellate Authority/ final orders issued in the said WP, the said interim order would be in force.

6. Therefore, the Transfer Rules, 2025 issued in reference 3rd cited shall be applicable to all the Head Masters (Grade-II) / Teachers except all the employees who are Persons with Benchmark. Disabilities (PwBD), including those who are visually impaired subject to outcome of final orders in WP (PIL) No.84 of 2025 and W.P.No.11172 of 2025.

Special Points for Transfers of Teachers

Sl. No. Criteria Points
(i) Headmaster Gr.II/Teacher whose spouse is employed in State/Central Government/Public Sector Undertakings/Local Bodies/Aided Institutions and Educational Societies under State Government, and working in the same district/zonal/state cadre.
They may opt for transfer within the District/Zone or to an adjacent Mandal/Division/Neighbouring District.
- Points apply to only one spouse once in 5/8 academic years.
- Certificate from competent authority required.
- If both spouses are under transfer/re-appointment, only one is eligible.

(ii) Married women teachers who are above 40 years of age as on 31st May of that year. 5
(iii) (a) Orthopaedically challenged employees with 40% to 55% disability.
(b) Hearing-impaired employees with 60–70 decibels hearing loss (51% to 70%).
(c) Visually challenged employees with at least 40% disability.

(ii) Orthopaedically challenged employees with 56% to 69% disability. 7
(iv) President and General Secretary of Recognized Teachers Unions at State/District Level (Erstwhile districts). 5
(v) Legally separated women (not applicable in case of remarriage),
Ex-servicemen in Army/Navy/Air Force/BSF/CRPF/CISF now working as teacher and spouse of the service person.

(vi) The Scouts and Guides Unit who is operating for the past two years as on 31st May of that year.
Note: Certification required from District Educational Officer.

(vii) Re-appointment Points:
- A Headmaster (Gr.II) / Teacher affected by re-appointment eligible for points along with present station points and any applicable Special Points / Preferential category.
- Must not have completed 5/8 years at present school.
- Note: Affected teachers will be allotted to category IV or III vacancies only, based on availability.

(viii) Re-appointment Points for continuous re-appointment for two times:
Eligible for Special Points / Preferential Category benefits along with station points.
