ORDER:
The Government reviewed previous amendments to Rule 12 and Rule 13 of the 1993 Rules, especially in light of various High Court judgments. Based on legal directions and multiple stakeholder requests, new amendments were decided.
These amended rules are applicable to institutions where recruitment is pending.
NOTIFICATION:
Under Section 99 read with Sections 20 and 21 of the A.P. Education Act, 1982, the following amendments are made to the 1993 Rules:
AMENDMENTS:
Substitution of Rule 12:
Appointment of Staff in Aided posts in Non-Minority Private Educational Institutions
- Recruitment via Computer Based Test (CBT) by Staff Selection Committee.
- Vacancies must be advertised in two newspapers (one in Telugu) and official websites.
- Clearance from competent authority is mandatory before recruitment.
Selection:
- Total 100 marks (80 for CBT + 20 for weightage from APTET/CET + 0.5 marks/year for aided school experience up to 10 years).
- Qualifications, age limit, and roster as per DSC.
- Appointments require approval from competent authority.
Rule 12-A:
For Unaided Posts in Non-Minority and Aided/Unaided Posts in Minority Institutions
- Recruitment via Staff Selection Committee constituted by the educational agency.
- Similar advertising norms as above.
- Minority institutions to notify vacancies to Employment Exchange and include DEO nominee in selection committee.
- Communal rotation roster applies except where minority community candidate is selected.
- Appointments are contractual in nature and disputes handled via civil courts or educational tribunals.
Substitution of Rule 13:
Staff Selection Committee Constitution
- President of educational agency or nominee
- Headmaster
- Two subject experts from DEO panel (at least one must be a headmaster)
- Educational Dept. Officer (not below Dy. Educational Officer) nominated by DEO
- Minimum quorum: 4 members (including DEO nominee)
