Monitoring Guidelines for FLN & Academic Strengthening – 2025
Introduction
In alignment with the National Education Policy (NEP) 2020 and the NIPUN Bharat initiative, the Andhra Pradesh School Education Department has launched a comprehensive monitoring and academic support system for the implementation of the Guaranteed Foundational Literacy and Numeracy (FLN) programme. This initiative aims to ensure quality education from Classes 1 to 10 through effective academic and administrative strengthening.
Objectives of the Monitoring System
Ensure every child in Grades 1 & 2 progresses towards achieving the NIPUN Lakshyas.
Strengthen classroom practices with joyful, activity-based learning.
Promote effective use of FLN kits, TLMs, and print-rich materials.
Organize FLN Melas at school-level involving parents and community stakeholders.
Facilitate the achievement of NIPUN certification for schools.
Roles and Responsibilities
1. SCERT Faculty (District-Level In-charges)
Coordinate with DEOs for academic implementation.
Participate in district, mandal, cluster, and school-level activities.
Monitor syllabus completion, enrollment data, and FLN kit usage.
Submit fortnightly reports on FLN and academic progress.
2. DIET Principals and Faculty
Visit at least two schools per week.
Monitor FLN activities, classroom engagement, and material utilization.
Conduct cluster-level academic meetings and verify student writing.
Review faculty and student teacher feedback weekly.
3. DIET Student Teachers
Adopt primary schools for internship.
Observe and assist in classroom teaching.
Maintain FLN observation logs and case studies
4. KRPs and DRPs (Cluster-Level Monitoring)
Lead cluster-level FLN coordination and review meetings.
Conduct weekly school visits and collect FLN data.
Promote community engagement and monthly mother group meetings.
Oversee gamification and NIPUN-achieved school declarations
5. Cluster Complex Headmasters
Observe learning outcomes of Grades 1 & 2.
Address local challenges with MEO and DEO support.
Ensure all FLN action plans and academic calendars are followed
6. DCEBs
Develop FLN-aligned assessment tools.
Consolidate learning outcome data and support FAs and SAs.
7. Academic Monitoring Officers (AMOs)
Conduct school visits and academic reviews.
Guide FLN implementation and mother engagement.
Identify schools for NIPUN certification
8. Deputy Educational Officers (DyEOs)
Monitor divisional FLN implementation and teaching practices.
Review teacher training and learning outcomes.
9. Additional Project Coordinators (APCs)
Organize training, monitor FLN assessments and review district progress.
Collaborate with NGOs and MEOs.
10. District Educational Officers (DEOs)
Lead FLN and NIPUN Bharat implementation.
Visit schools, review material usage, and ensure quality teacher training.
11. Regional Joint Directors (RJDSEs)
Ensure compliance with FLN guidelines across zones.
Monitor district performance and support implementation.

Financial Support
The travel allowance for SCERT, DIET, KRPs, and DRPs will be met through funds released by Samagra Shiksha as per APTA norms.
Final Instructions
All officers from RJDSEs to School Heads must treat this as a mission and not a routine task. Field visits, documentation, and constructive feedback are critical for success. Community participation and parent engagement are essential for sustaining learning transformation.
