The Department of School Education & Literacy, Ministry of Education, Government of India, has launched the Swachh Evam Harit Vidyalaya Rating (SHVR) 2025 on 29th July 2025 at the Akhila Bharatiya Shiksha Sangam (ABSS), Bharat Mandapam, New Delhi. This initiative marks the 5th-year celebrations of National Education Policy (NEP) 2020 and builds upon earlier programs such as:
Swachh Bharat Swachh Vidyalaya Mission (2014)
Swachh Vidyalaya Puraskar (2016-2017)
The SHVR is an expanded and revitalized version of the Swachh Vidyalaya Puraskar, aiming to make schools cleaner, greener, and more sustainable.
Objectives of SHVR
The SHVR program empowers schools to self-assess and improve across six key categories while promoting environmental sustainability and behavioral transformation among students.
Six Self-Assessment Categories:
1. Water – Availability, access, quality, and rainwater harvesting systems.
2. Toilets – Functional, safe, and CWSN-friendly infrastructure.
3. Handwashing with Soap – Adequacy, availability of soap, and behavioral reinforcement.
4. Operation & Maintenance – Waste disposal, cleanliness, and upkeep of school assets.
5. Behavior Change & Capacity Building – Awareness camps, eco-clubs, and student engagement.
6. Eco Clubs & Green Initiatives – Activities aligned with Mission LiFE, including plantation, plastic reduction, energy, and water conservation.

- Government-aided Schools
- Private Schools
All these institutions are eligible to participate in SHVR.
Classification of Schools:
Schools are classified based on their stage of education and location:
- Category I: Foundational, Preparatory & Middle (Balavatika to Class 8)
- Category II: Secondary (Classes 9 to 12)
- Rural: 3 schools from Category I + 3 schools from Category II = 6 Schools
- Urban: 1 school from Category I + 1 school from Category II = 2 Schools
Selection Process
The selection of schools takes place in three stages:
1. District Level (3-Star & above schools)
- Total 8 schools: 6 rural + 2 urban
2. State Level (4-Star & above schools)
- Total 20 schools: 14 rural + 6 urban
3. National Level (5-Star schools)
- Total 200 schools: 140 rural + 60 urban
Incentives for Best Schools
- National Level Best Performing Schools will receive ₹1 lakh compost grant.
- Three Best States and 10 Best Districts will be recognized as Centres of Excellence.
- 200 School Heads will get opportunities for exposure visits for experiential learning.
Application & Participation Process
How to Apply:
- Visit SHVR Portal or download the SHVR 2025-26 Mobile App (Google Play Store / Apple App Store).
- Sign up using the UDISE+ code of the school.
- Verify pre-filled school details (UDISE+, Name, District, State, etc.).
- Fill additional details (Address, Head of School, Contact Info).
- Complete Primary Information Form and Survey Form.
- Login using UDISE+ code and password to track progress.
Important Timelines:
- Last Date for Application Submission: 15th September 2025
- District Level Selection: 1st – 31st October 2025
- Nomination to State Level: By 7th November 2025
- State Level Selection: 8th November – 5th December 2025
- Nomination to National Level: 14th December 2025
- National Level Validation: 15th December 2025 – 15th February 2026
- National Award Ceremony: Date will be announced later
Committees for Selection
District Level Committee – Headed by DEO, with officials from Health, PHD, NGOs, Panchayat Raj, Forest Dept., and DIET Principals.
State Level Committee – Education Secretary, Directors of Education, Health, PR Dept., NGOs, SCERT, SIEMAT, IITs/IIMs.
National Level Committee – Ministry of Education, DoSEL, Health, Jal Shakti, MoEFCC, NGOs, and eminent school heads.
