The attention of all the District Educational officers in the State are invited to references cited and they are informed that Government has accorded permission to post working surplus School Assistant Secondary Grade Teacher and equivalent posts at the Cluster level to utilize their services. Cluster Level Academic teacher in the reference cited.
2. The National Education Policy (NEP), 2020 introduces the concept of "school complexes as a transformative structural reform in school education. This model involves grouping smaller schools around a central secondary school, enabling the sharing of resources, teachers, and infrastructure, aiming to build vibrant academic communities of teachers and students; improve resource resource efficiency efficie and reduce isolation of small, stand-alone schools; enhance inclusive education, particularly support for children with disabilities, and enable more effective and accountable school governance through the establishment of School Complex Management Committees (SCMCs).
3. To streamline teacher training, enhance monitoring of educational outcomes, and ensure that schools are equipped to meet the evolving educational needs of students vide G.O.Ms.No.1 SE Dept Dt.11.01.2025, Govemment have accorded permission for re-organization of 4034 Cluster School complexes in the state (2809-A clusters and 1225- B clusters).

Accordingly in the reference 1 cited, norms were issued by the Government for re-apportionment of teaching staff across managements Le, Government, Zilla Parishad/ Mandal Parishad schools and Municipal schools. During the process of re-apportionment some of the teachers are found working surplus School Assistant, Secondary Grade Teachers and Equivalent posts.
5. That in the reference 3 cited instructions were issued to all the District Educational Officers in the state that the said cluster vacancies shall be allotted to luster vacancies the junior most teachers among those who have applied for the transfers. Accordingly, transfers for teachers have been concluded.
6. That it has come to the notice of this office that several senior teachers who have been transferred are submitting appeals/representations to the respective offices of the District Educational officer/Regional Joint Director of School Education to consider their cases for transfer and posting at the subsequent arisen vacancies.
7 Accordingly, in addition to the memo cited in the reference 3ยบ cited, the clarification and guidelines for posting the teachers at cluster vacancies are herewith given as follows:
a. As per norms, during the process re-apportionment, the junior most teacher shall only be shifted and the senior most teachers will be allowed to continue in the same school.
b. Senior teachers should be posted only in regular schools because their subject knowledge and long teaching experience are very important for quality teaching. Their presence in schools gives stability, helps guide junior teachers, and supports the overall progress of students. By involving them directly in directly in classroom teaching, students can gain the most benefit from their knowledge. and experience, which will improve learning outcomes.
c. The services of the junior-most teachers, among those who have applied for transfers and are identified as surplus in the process of re-apportionment, shall only be utilized in in the Cluster School Complexes, and shall be positioned as Cluster Level Academic Teachers
d. The services of junior teachers shall be used in any school of the Mandal/Division whenever teacher goes on leave (medical. maternity, long leave, etc.). Their services sh shall not be restricted to one school but will be used on a rotation basis in different schools wherever required.
That only for the purpose of drawing salaries, these surplus teachers were placed at cluster level and in the ensuing transfer counselling they shall compulsory participate in the transfer counselling and shall not eligible for any kind of entitlement points.
8. In view of the above, all the District Educational Officers in the State are informed that the Cluster Level Academic Teachers shall be posted in schools for the purpose of drawing salaries, in addition to the sanctioned posts, as per the norms prescribed in G.O.Ms.No.21, School Education Department, dated 13.05.2025.
9. It is also clarified that these Cluster Level Academic Teachers shall ordinarily be posted within the same mandal. However, if there is no requirement within the mandal, they may be posted in another mandal within the same Division, wherever need arises.
10. The Cluster Level Academic Teachers posted in cluster vacancies shall be treated as surplus teachers. For administrative purposes, they shall be considered as junior most, irrespective of their actual seniority in service. Consequently, they shall fall under the category of compulsory transfers in the next transfer schedule. Further, they may be accommodated against regular vacancies as per the counselling process.
