Summary of the Clarification:

The Government of Andhra Pradesh has issued a clarification regarding Rule 28 of the AP State and Subordinate Service Rules, 1996, which deals with the relinquishment of promotion rights by government employees.

After the amendment issued in G.O.Ms.No.92, certain doubts were raised by administrative departments. The latest circular provides clear instructions on how relinquishment will apply from now on.

Key Clarifications:

(a) The orders issued in G.O.Ms.No.92 have prospective effect.

Employees who relinquished their promotion rights either before or after the issue of the said G.O. will now be considered for promotion from the panel year 2022-23 onwards, if otherwise eligible.

(b) Relinquishment can be made only once during a panel year.

Once an employee relinquishes promotion in a particular year, he/she cannot be considered for promotion again in the same panel year.

(c) There shall be no relinquishment of promotion after an employee joins the promoted post.

Implementation:

All Administrative Departments and competent authorities have been directed to take necessary action as per the above clarifications.
