Background & Need for Reform

The Government observed:

Significant delays in sanction & disbursement of retirement benefits

  • Manual and cumbersome procedures
  • Multiplicity of stakeholders
  • Hardship to retiring employees

To eliminate these issues, Government decided to digitize and streamline the entire pension process through RBPS on NIDHI .

Objective:

Ensure retirement benefits are sanctioned on or before due dates through online processing of Common Application Form (CAF).

Applicability

Applicable To:

Employees governed under Andhra Pradesh Revised Pension Rules, 1980 

Not Applicable To:

  • Contract employees
  • Daily wage workers
  • Outsourcing staff
  • Nominal muster roll employees

Services Covered Under RBPS

1.Pre-Retirement Service Verification (PRSV)

Mandatory verification 2 years before retirement

Ensures Service Register (SR) is updated

2  Pensionary Benefits

  • Service Pension
  • Family Pension
  • Retirement/Death Gratuity
  • Commuted Value of Pension

3.Other Benefits

  • APGPF Final Withdrawal
  • APGLI Final Claim
  • APSEGIS Final Claim
  • Final Leave Encashment 

Common Application Form (CAF)

  • CAF Auto-Generation
  • 5 months before retirement (superannuation cases)
  • Upon exit entry (other retirement cases)
  • Family members can initiate CAF in case of death

1st Level Checker → 2nd Level Checker → HoO → PSA → PAA → PDO

Digitally signed PPO, GPO & CPO will be auto-generated .

For Non-HoO Employees:

2nd Level Checker validation

HoO sanction

AG / DTAO authorization

For HoO:

Sanctioning authority will be immediate superior office HoO .

APGLI & APSEGIS:

  • DDO validation
  • APGLI Office sanction

Leave Encashment:

  • Leave balances updated by 1st Level Checker
  • Sanction by competent authority
