The Government of Andhra Pradesh has introduced a major update for pensioners to simplify the process of submitting Life Certificates (LC) and Annual Verification Certificates (AVC).
As per G.O.Rt.No.1721 dated 05 May 2026, pensioners can now use Facial Recognition Technology through the NIDHI app to complete verification from home.
This step aims to eliminate delays and ensure timely pension disbursement without physical visits.
Why This Update is Important
Every year, 30,000–40,000 pensioners fail to submit Life Certificates on time, resulting in:

❌ Delayed payments
❌ Inconvenience for elderly pensioners
To solve this, the government has introduced a digital, doorstep-friendly solution.
New Feature: Facial Recognition Service (FRS)
The Andhra Pradesh Treasury Department, along with APCFSS, has implemented:
👉 Aadhaar-based Facial Recognition Authentication
👉 Integrated within the NIDHI mobile application
👉 Powered by UIDAI
This allows pensioners to submit AVC/LC without visiting banks, MeeSeva centers, or offices.
Existing Methods to Submit Life Certificate
Before this update, pensioners had these options:
1. Digital Life Certificate via Jeevan Pramaan
Through biometric authentication

Pensioners Associations
Banks
2. Doorstep Banking Service
Via India Post Payments Bank
3. Physical Mustering
Visiting Treasury or Bank in person

Step-by-Step Process to Submit Life Certificate via NIDHI App
Follow these simple steps:
1. Install and open the NIDHI App
2. Login using your credentials
3. Click on “AVC” option on the home screen
4. Verify your personal details
5. Update:
Employment / Re-employment status
Marriage / Re-marriage details
6. Click on “AVC Authentication”
7. Complete Facial Recognition verification
✅ Done! Your Life Certificate is submitted successfully.
