AP Government Issues Key Clarification on Promotions Under Presidential Order 2025 – G.O.Ms.No.70 Explained

The Government of Andhra Pradesh has released an important clarification through G.O.Ms.No.70 dated June 15, 2026, regarding promotions made in various government departments after the implementation of the Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order, 2025.

This decision is significant for thousands of government employees awaiting promotions, cadre allocation, and service-related benefits across the state.

Background

The Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order, 2025 came into force on December 15, 2025, replacing the earlier Presidential Order of 1975. The new order introduces major changes in the organisation of local cadres, units of appointment, and recruitment regulations.

Following the implementation of the new Presidential Order, the government initiated the process of reorganising civil service posts into various local cadres. However, since the cadre organisation process is still underway, several questions arose regarding promotions granted during this transition period.

Why Was This Clarification Needed?

As per the Andhra Pradesh State and Subordinate Service Rules, departmental promotion panels for the year 2025-26 were already under preparation when the new Presidential Order came into effect.

Since the cadre reorganisation process had not been completed, there was uncertainty regarding:

- Validity of promotions already granted
- Promotions under consideration
- Seniority determination
- Future cadre allocation
- Appointment by transfer cases

To address these concerns, the Government issued G.O.Ms.No.70.

Major Highlights of G.O.Ms.No.70

1. Promotions Remain Valid

The government clarified that all promotions made on or after December 15, 2025, according to existing service rules and departmental procedures, shall remain valid.

2. Promotions Are Provisional

Although valid, such promotions will be treated as provisional until the process of organising local cadres is completed under the Presidential Order 2025.

3. Subject to Review and Readjustment

After the local cadres are formally organised, all promotions and appointments made during the transition period may be reviewed and readjusted as required under Paragraph 13 of the Presidential Order, 2025.

4. No Automatic Rights Created

The order clearly states that provisional promotions will not automatically guarantee:

- Cadre allocation
- Seniority position
- Future promotions
- Posting location

These aspects will be finalized only after completion of cadre organisation.

Impact on Government Employees

This clarification brings temporary relief to employees who received promotions after December 15, 2025. Departments can continue promotion processes without administrative disruption.

However, employees must understand that the promotions remain provisional and may be revised once the local cadre structure is finalized.

What Departments Must Do?

The Government has directed all:

- Special Chief Secretaries
- Principal Secretaries
- Secretaries to Government
- Heads of Departments

to take necessary action in accordance with these clarifications and ensure uniform implementation across all departments.

Conclusion

G.O.Ms.No.70 provides much-needed clarity during the transition from the Presidential Order 1975 to the Presidential Order 2025. While promotions granted after December 15, 2025 remain valid, employees should note that these promotions are provisional and subject to future review once local cadres are officially organized.

Government employees are advised to stay updated on future notifications regarding cadre allocation, seniority, and service regulations.
