The Andhra Pradesh School Education Department has initiated a comprehensive School Infrastructure Rationalization Program for the academic year 2026-27. Commissioner of School Infrastructure Sri P. Ranjit Basha, IAS, has issued detailed instructions to ensure the optimum utilization of infrastructure facilities available in Government Schools and Junior Colleges across the state.
Objective of the Rationalization Drive
The Government of Andhra Pradesh aims to provide every student with a safe, comfortable, and student-friendly learning environment. To achieve this goal, the department has decided to rationalize and redistribute surplus infrastructure assets available in schools and colleges.
The initiative focuses on ensuring that no educational institution suffers from shortages while usable resources remain idle elsewhere.

Dual Desks
Green Chalk Boards
Smart Televisions
Interactive Flat Panels (IFPs)
Fans
RO Plants (Safe Drinking Water Units)
Functional Toilets
Electrification Facilities
Large Quantity of Surplus Assets Identified
According to data analysis conducted by the School Infrastructure Department, a significant number of assets are lying unused in various institutions across the state:
Dual Desks: 51,448 surplus units
Green Chalk Boards: 9,948 surplus units
Fans: 6,531 surplus units
RO Plants: 454 surplus units
Smart TVs: 1,054 surplus units
IFPs: 1,368 surplus units
At the same time, several schools continue to report shortages and seek fresh procurement, prompting the department to implement this statewide rationalization process.
Key Instructions Issued by the Commissioner
1. Mandal-Level Verification Teams
Each Mandal must constitute a verification team consisting of:
MEO-II as Convener
Cluster Headmasters as Members
The team will physically verify infrastructure availability and assess actual requirements based on student enrollment.
2. No Asset Should Remain Idle
The department has strictly directed that no Dual Desk, Smart TV, IFP, Fan, RO Plant, or Green Chalk Board should remain unused when another institution is facing shortages.
3. Multi-Level Rationalization Process
The redistribution process will be carried out in three stages:
Mandal Level
Surplus assets will first be shifted to needy schools within the same Mandal.
Division Level
Remaining surplus assets will be redistributed among Mandals within the Division.
District Level
Any surplus still available will be transferred to schools and colleges across the District based on actual need.
4. Restriction on Fresh Procurement
No proposal for new procurement of Dual Desks, Green Chalk Boards, Smart TVs, or IFPs will be entertained unless all possibilities for redistribution have been exhausted.
5. Repairs Through Existing Funds
Minor repairs required to make assets functional must be carried out using School Annual Grant funds without seeking additional government assistance.
6. Priority to Model Primary Schools
Model Primary Schools (MPSs) must receive top priority during the rationalization process. Their infrastructure requirements should be fully met before any redistribution takes place.
Accountability Measures
The Commissioner has warned that:
Submission of incorrect information will be viewed seriously.
Retaining surplus assets unnecessarily is prohibited.
False certification and negligence will attract disciplinary action.
Financial losses caused by failure to implement rationalization properly may be recovered from responsible officials as per rules.
Submission Deadline
All certificates, verification reports, and scanned records must be uploaded through the STMS Portal and submitted to the School Infrastructure Wing on or before:
30 June 2026
Officials have been instructed to complete the entire exercise in Mission Mode before the commencement of regular classroom instruction.
