ORDER:

In the Government Order 1^st read above, it was ordered, inter alia, that retired Government employees are entitled to free medical treatment in all Government hospitals in the State. However, they are not eligible for reimbursement of medical expenses incurred towards the purchase of medicines from the open market, even when such medicines are prescribed by Government Medical Officers.

2. Subsequently, in G.O.Ms.No.401, Health, Medical and Family Welfare (KI) Department, dated 25-06-1991, all retired Government employees and their dependents were permitted to obtain medical treatment at NIMS for serious ailments, on the authorization of the Authorized Medical Attendant of the teaching hospital, on with serving Government employees, and to claim reimbursement of the cost of such treatment at NIMS. The expenditure on this account shall be met by the concerned office/department in which the pensioner last worked and from which he/she retired on attaining the age of superannuation, and shall be debited to the “Salaries” Head, as in the case of regular Government employees.

3. Subsequently, Government further extended the facility of reimbursement of medical expenses to retired Government employees, on par with serving Government employees, in respect of treatment obtained in private referral hospitals, vide G.O.Ms.No.38, Health, Medical and Family Welfare (KI) Department, dated 23-01-1996.

4. The Government, in G.O.Ms.No.16, Health, Medical and Family Welfare (KI) Department, dated 10-01-2001, permitted all retired Government employees and their dependents to avail themselves of the option of drawing medical reimbursement amounts from the District Office of the Department in which the retired employee had settled after retirement. The expenditure on medical reimbursement of retired Government employees and their dependents shall, however, be debited to the same Head of Account to which their salary was debited while they were in service.

5. The various Employee Associations have requested the Government to facilitate retired Government employees and pensioners to submit their medical reimbursement claims through the Sub-Treasury Officer (STO) concerned, instead of the Drawing and Disbursing Officer (DDO).

6. After careful consideration of the matter, the Government hereby accord permission to all retired Government employees and their dependents to submit their Medical Reimbursement claims directly through the Sub-Treasury Officer (STO), instead of the Drawing and Disbursing Officer (DDO).

7. These orders shall come into force with effect from the date of issue of this G.O.
