Andhra Pradesh School Education Cadre Strength Allocation 2026 – Complete Analysis of G.O.Ms.No.156
OFFICIAL GOVERNMENT ORDER

Andhra Pradesh School Education Cadre Strength Allocation under Presidential Order 2025

G.O.Ms.No.156 Finance (HR-II) Department Dated: 02 November 2026

The Government of Andhra Pradesh has issued a landmark order determining and distributing the total cadre strength and working strength of all categories of posts (except District Educational Officer – Direct Recruitment) under the Directorate of School Education across the newly organised local cadres of District, Contiguous Districts, Zone, Contiguous Zones and Multi-Zone.

1. Background & Context

The Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 (commonly called the Presidential Order, 2025) came into force on 15 December 2025, completely superseding the earlier 1975 Order. This new framework reorganised the entire state into fresh local cadres — District Cadres, Contiguous District Cadres, Zonal Cadres, Contiguous Zonal Cadres and Multi-Zonal Cadres.

Following the issuance of organisational orders by the General Administration (SPF & MC) Department, it became necessary for every department to determine the exact cadre strength and working strength of each category of post and distribute them among the new local cadres. The School Education Department submitted its proposals through the Human Resources (School Education) Department, which have now been approved vide this G.O.

Important Note: The allocation of District Educational Officer (DR) posts was already completed earlier through G.O.Ms.No.130 dated 28.09.2026. The present order covers all remaining categories of posts under the Directorate of School Education.

2. Key Figures at a Glance

1,86,273 Total Cadre Strength
1,61,369 Total Working Strength
111 Categories of Posts
26 Districts / Contiguous Districts

Wherever the working strength exceeds the cadre strength, the excess is due to the inclusion of personnel on deputation, foreign service, leave, training or under suspension — as mandated for the limited purpose of allotment under the Presidential Order.

5. Special Provisions & Operational Directions

  1. Pool Posts: 30 posts of Gazetted Head Master/Head Mistress Grade-II and 2,613 posts of Secondary Grade Teacher (Telugu) remain in the pool of the Head of the Department. These may be allocated to any of the 6 Zones or 26 Districts/Contiguous Districts (or to HOD / field offices) based on administrative requirement.
  2. Exempted Establishments: Offices exempted from the Presidential Order 2025 will retain their current sanctioned strength. Any vacant posts in such offices may be relocated to the supervisory offices listed in Annexure-VII.
  3. Nomenclature Change: Posts earlier known as Junior Assistant / Typist / Junior Assistant-cum-Typist are now treated as “Junior Office Assistant”, and Senior Assistant as “Senior Office Assistant”, in line with the amendment to the A.P. Ministerial Service Rules, 1998.
  4. Persons on Deputation / Foreign Service: They will be allotted to a local cadre after obtaining their options. Orders of Allotment (OOA) will be issued, but they will continue in their present place of working under existing terms of deputation. Only regular employees will receive Orders of Transfer (OOT) if allotted to a different local cadre.
  5. Implementation: The Director of School Education is directed to take further necessary action. The Director of Treasuries & Accounts and the CEO, APCFSS are instructed to make corresponding changes in CFMS and Nidhi payroll systems.

6. Why This Order Matters

This is one of the largest single cadre-allocation exercises undertaken in the School Education Department after the reorganisation of districts and the coming into force of the new Presidential Order. It provides absolute clarity on:

  • The exact number of sanctioned posts available in every new local cadre
  • The number of employees who must be allotted to each cadre
  • The residual vacancies that can be filled through future recruitments
  • The treatment of deputationists and foreign-service personnel

Teachers, Headmasters, Mandal Educational Officers, office staff and supervisory officers now have a definitive reference for their cadre position. District-level and zonal-level authorities can proceed with the actual allotment of individuals as per the procedure laid down in G.O.Ms.No.129, General Administration (SPF&MC) Department dated 17.07.2026.

7. Next Steps for Stakeholders

  • Employees: Watch for the issue of individual Orders of Allotment (OOA) and, where applicable, Orders of Transfer (OOT).
  • District Educational Officers / Regional Joint Directors: Begin the process of mapping employees to the new local cadres as per the strengths notified in the Annexures.
  • Directorate of School Education: Complete the allotment exercise and update the service registers and online personnel databases.
  • Treasury & APCFSS: Implement the revised cadre strengths in the payroll system without delay.
