The Government of Andhra Pradesh has taken a significant step towards making education more accessible and inclusive with the launch of the Thalliki Vandanam" scheme for the academic year 2025-26. This transformative initiative, introduced under G.O.MS.No. 27 dated June 12, 2025, aims to empower mothers and guardians by providing financial assistance to support their children’s education from Class I to XII, including Intermediate Education.

What is the Thalliki Vandanam Scheme? 

The Thalliki Vandanam scheme is designed to promote school enrollment, improve learning outcomes, and foster long-term social and economic progress across the state. Under this scheme, every eligible mother or guardian will receive Rs. 15,000 per annum per child, regardless of the number of children, to support their education in recognized Government, Private Aided, and Private Unaided schools, as well as residential schools and junior colleges.

The scheme emphasizes the pivotal role of mothers in shaping their children’s educational journey, encouraging active parental involvement to create a brighter future for students.

Key Highlights of the Scheme

1. Financial Assistance:

   - Rs. 15,000 per year per child for eligible mothers/guardians.

   - An amount of Rs. 2,000 per student will be deducted at source and utilized for the development of the educational ecosystem, including school maintenance, hygiene, and sanitation.

2. Beneficiary Coverage:

  •    The scheme covers 67,27,164 students and 42,69,459 mothers across Andhra Pradesh.
  • This includes 54,94,703 verified beneficiaries, with an additional 5,87,265 expected admissions into Class I and 5,32,485 into Junior Intermediate
  •    Invalid records (21,860) and cases with no household data (90,851) will be rectified before disbursal.

3. Budget Allocation:

  •    The government has sanctioned Rs. 10,090.74 Crores for the implementation of the scheme in 2025-26.

4. Implementation:

   - The scheme will be executed through various Welfare Corporations under respective Welfare Departments, catering to specific communities such as SC, ST, BC, Minorities, and others.

  •    For students admitted under the RTE Act, 2009, prescribed fees will be deducted from the financial assistance, with the balance credited to beneficiaries.
  •    Students receiving pre-matric and post-matric scholarships under Centrally Sponsored Schemes will have their eligible amounts adjusted accordingly.

5. Grievance Redressal:

   - A robust online grievance redressal mechanism will be established by the GSWS Department, with clear timelines for addressing issues:

  • Disbursal of financial assistance: June 12, 2025
  • Publication of eligible/ineligible lists: **June 12, 2025
  • Grievance submission: June 12–20, 2025
  • Verification and supplementary list preparation: June 21–28, 2025
  • Disbursal to newly eligible beneficiaries: July 5, 2025
