Overview:

The Andhra Pradesh Government has launched a new scheme “THALLIKI VANDANAM” to empower mothers/guardians by offering ₹15,000 per annum per child to encourage school and college education from Classes I to XII, including Intermediate education.

Key Points:

Beneficiaries: Eligible mothers/guardians of children studying in recognized Government, Private Aided, Private Unaided, and Residential Schools/Jr. Colleges.

Academic Year: Implementation starts from 2025–26.

Mode: Direct Benefit Transfer (DBT) into the mother's/guardian’s bank account.

Annual Deduction: ₹2,000 per student will be deducted at source and used for educational ecosystem development.

Implementation Guidelines:

1. Data Collection:

Schools must ensure accurate UDISE/official portal data.

Information includes student and guardian Aadhaar, attendance, school details.

Welfare departments will share data from Pre-metric/Post-metric schemes.

2. Data Verification:

Aadhaar validation, removal of duplicates, mother-child mapping.

Cross-verification with household and civil supplies databases.

Eligibility Criteria:

Household income limit:

₹10,000/month (rural)

₹12,000/month (urban)

Must possess a Rice Card.

Landholding < 3 acres wet or < 10 acres dry or combined.

No 4-wheeler ownership (except Taxi/Tractors/Autos).

Monthly electricity usage < 300 units (avg. 12 months).

No municipal property ownership of 1000 sq. ft. or more.

No Govt. employees or pensioners (few exceptions like sanitation workers).

No income tax payers in the household.

Must be present in AP household database.

Children must study in Class I–XII (Govt./Private/Aided/Recognized Institutions).

Orphans/street children are eligible.

NPCI-Aadhaar linkage of bank account is mandatory.

75% attendance in current academic year for next year benefit eligibility.

Disbursement Process:

Managed by: GSWS, Welfare and Finance Depts., APCFSS.

Fee Assistance: For RTE Act 12(1)(C) students, fees go to private school via Samagra Shiksha; excess, if any, to the mother’s account.

Orphans: Payment routed through District Collector.

Payment Guidelines:

Payment priority:

Mother → Father (if single parent) → Guardian → Collector (orphans).

Aadhaar-seeded bank/post office accounts are mandatory.

Beneficiary lists to be displayed for social audit.

Grievance Redressal:

An online grievance portal with dashboards will be created

Ineligible applicants may approach local secretariat for appeal.

Administrative Orders:

Finance Dept. to issue budget release orders.

Welfare Depts. to give administrative sanction.

Welfare Corporations to execute the scheme per GSWS beneficiary list.
