Andhra Pradesh – In a significant move to uphold the Right of Children to Free and Compulsory Education Act, 2009, the Government of Andhra Pradesh has issued G.O.MS.No. 32, dated July 24, 2025, to fix the per-child expenditure (PCE) for students in private unaided schools across the state. This order outlines the financial commitment by the State Government to ensure the provisions of Section 12(1)(c) of the RTE Act are met.
The newly established per-child expenditure rates for all classes per annum in private unaided schools in Andhra Pradesh are based on a star-rating system for school infrastructure:
- 1-Star Schools: ₹8,500 per annum
- 2-Star Schools: ₹10,000 per annum
- 3-Star Schools: ₹11,500 per annum
- 4-Star Schools: ₹13,000 per annum
- 5-Star Schools: ₹14,500 per annum
This decision follows a careful examination of the matter by the Government and is in line with the recommendations of a State Level Committee constituted for this purpose. The "A.P. Right of Children to Free and Compulsory Education Rules, 2010" which were issued vide G.O.Ms.No: 20, School Education (PE.Prog.I) Department, dated March 3, 2011, laid the groundwork for these provisions. The original RTE Act was enacted on August 26, 2009.
Reimbursement Process:
The reimbursement of the per-child expenditure to schools will be made directly through Real Time Gross Settlement (RTGS) or National Electronic Fund Transfer (NEFT) into a separate bank account maintained by each school. The payment will be disbursed in two installments during the academic year:
- The first installment, comprising 50% of the total amount, will be reimbursed in September.
- The balance amount will be reimbursed in January.
The Director of School Education and the State Project Director, Samagra Shiksha Society, A.P., have been directed to take the necessary actions to implement this order. This move is expected to provide much-needed clarity and financial support for the effective implementation of the RTE Act in Andhra Pradesh's private unaided schools.
