Transport Allowance Guidelines 2025-26

The State Project Director of Samagra Shiksha, Andhra Pradesh, has issued instructions for providing transport allowance to eligible students for the 2025-26 academic year. This initiative aims to improve access to education and reduce dropout rates for children in school-less habitations, hilly, and sparsely populated areas.

Key Details:

 * Approved Budget: ₹4791.60 lakhs for 79,860 students (41,697 Elementary and 38,163 Secondary) for 2025-26.

 * Payment Method: Direct Benefit Transfer (DBT) to the mother's bank account.

 * Objectives: Promote access to education in remote areas, reduce dropout rates, support inclusive education, bridge geographical gaps in schooling, and enhance student enrollment in government and local body schools.

 * Application: The LEAP (Logistics and Educational Assistance Portal) application will be used to identify and manage eligible students.

Eligibility Norms for Transport Allowance:

 * Primary & Upper Primary Schools: Children residing in habitations without a schooling facility within 1 km (Primary) and 3 km (Upper Primary) are eligible.

 * Secondary Schools: Children residing within 5 km of the nearest secondary school are eligible.

 * Transport Mode: The student must travel by public transport (e.g., Bus, Mini Bus, Auto, Cycle) to attend school.

 * School Type: The student must be studying in the nearest neighborhood school managed by the Government or Local Body.

 * Ineligible: Children attending private schools are not eligible.

Financial Norms:

 * Unit Cost per Child: ₹600 per month.

 * Duration: 10 months per academic year.

 * Total Annual Allowance: ₹6,000 per child per annum.

Roles & Responsibilities:

 * CRMT (Cluster Resource Mobile Teacher):

   * Log in to the LEAP App using CRMT credentials.

   * Select "Student Bucket" and "Student Actions".

   * Search for students using PEN ID.

   * Confirm eligibility by indicating if transport is required and entering the distance from school.

   * Select eligible students as per RTE norms and PEN ID data.

   * Coordinate with School Headmasters for accurate and up-to-date student data.

   * Submit the information.

 * MEO (Mandal Education Officer):

   * Verify the list of eligible students submitted by CRMTs via the LEAP app.

   * Ensure data accuracy school-wise and child-wise.

   * Cross-check distances and school details as per RTE guidelines.

   * Submit after verification.

 * APC (Additional Project Coordinator):

   * Review and verify student data from CRMTs and MEOs through the APC login on the LEAP app.

   * Approve the list after thorough verification.

   * Ensure payments are made through DBT only after proper approval.

   * Confirm the child's PEN ID is linked to the mother's Aadhaar, the mother's Aadhaar is linked to an active bank account, and the bank account belongs to the mother.

   * This process must be completed on or before August 10, 2025.

Disbursal Mechanism:

The IT Cell of the Office of the Director of School Education, Andhra Pradesh, will cross-check the data submitted by APCs. Based on the district-wise approved list, the amount will be released to the respective APCs every three months for direct disbursement to mothers' bank accounts via DBT.
