In response to the letter in the reference 5th cited, I wish to inform that, the wherein the Government have issued norms for Reapportionment of Teaching Staff across various managements i.e Government, Zilla Parishad/Mandal Parishad Schools and Municipal Schools and also for Conversion and Creation of different posts. Also, upgraded 779 Upper primary schools as High Schools. Further certain guidelines were issued to the Regional Joint Directors of School Education and District Educational Officers in the state as (i) allotment of second section in High Schools if the enrolment reaches 50 students and above instead of 54 in class. Thereafter, an additional section will be sanctioned for the increase of every 40 students in each class (i.e., at enrolment levels of 90, 130, 170, etc.); (II) allotment of a second Secondary Grade Teacher (SGT) post when enrolment reaches 21 students in Foundational Schools, instead of the existing norm of 31; (iii) sanction of an additional SGT post in Model Primary Schools at 121 enrolment, subject to the availability of surplus SGTs within the district.

In reference 2nd cited, the Government have issued notification for regulating the transfers of the categories of Headmaster Gr.ll, School Assistant and Secondary Grade Teacher and their equivalent cadres in the Government/Zilla Parishad/Mandal Parishad/ Municipalities and Municipal Corporations Schools in the State. Accordingly, transfers and promotions in all managements were taken up.

In reference 6th cited the Government after careful examination of the matter, hereby ratify the action of Director of School Education, A.P., Mangalagiri for (i) allotment of a second section in High Schools if the enrolment reaches 50 students. and above instead of 54 in class.. Thereafter, an additional section will be sanctioned for the increase of every 40 students in each class (i.e., at enrolment levels of 90, 130, 170, etc.); (ii) allotment of a second Secondary Grade Teacher (SGT) post when enrolment reaches 21 students in Foundational Schools, instead of the existing norm of 31; (iii) sanction of an additional SGT post in Model Primary Schools at 121 enrolment, subject to the availability of surplus SGTs within the district.
4. Further, Government also accord permission to the Director of School. Education (i) for creation of 1901 posts viz., Grade-II Head Masters-01, School Assistants-1563 & Secondary Grade Teachers-337, by suppressing of vacant surplus posts within the management or inter management and adjusting 1221 posts (362 SA and 337 SGTs & by upgrading 522 SGT posts as SA Posts) from HoD pool and utilizing 01 Gr-ll Headmaster & 679 School Assistant Posts surrendered in the Districts after completion of Reapportionment & Promotions 2025 at Annexure-l (ii) to add 1995 vacant surplus posts in the Districts after completion of Reapportionment & Promotions 2025 i.e., 30 Grade-II Headmaster & 1965 Secondary Grade Teachers in the cadre strength of the Director of School Education for further utilization/allocation of these posts in case of deficit posts in any District and (iii) to redesignation of existing and newly created (4951) Head Master of Primary Schools & Primary School Head Master (Urdu) posts as Model Primary School Headmaster/School Assistant(MPS HM/SA).
5. In this connection, I hereby submit the DOPP data pertaining to the School Education Department, as per the prescribed format, for replacing the old data with the updated information in line with the recent restructuring of schools, and for taking further necessary action in the matter.
