The attention of all District Educational Officers (DEOs) in the State are hereby informed that, the Government has introduced the supply of Fine Rice under the Mid-Day Meal (MDM) Scheme and Welfare Hostels from the academic year 2025-26. This initiative is a significant step towards improving food quality and reaffirms the Government's commitment to student welfare. The Government is incurring an expenditure of 48/- per Kg towards supply of Fine Rice.

Further, informed that, the indent has been auto-calculated based on the previous month's consumption against the allocation of Fine Rice. Closing balances are being shown to Head Masters (HMs) for reconfirmation, as the academic year has commenced with new admissions. Mid-Day Meals must also be provided to children who have joined schools but are not yet reflected in the Child Info master data. However, it has been observed that some HMs are updating the closing balances incorrectly, leading to excess allocation of rice.

The Commissioner, Civil Supplies Department has inspected certain schools and observed excess supply of Fine Rice available in schools.

Hence, the following instructions are issued to streamline indenting, supply, and consumption of Fine Rice under MDM:

All Head Masters shall liquidate old stock immediately. No old stock should remain in schools.

Enrolment in Child Info. Will be considered for allocation of fine rice Hence, HMs must ensure student data is updated without fail.

  • Allocation will be done based on consumption(meals availed) only
  • No provision will be given to decrease closing balance, since it is already auto-calculated based on consumption.
  • HMs may update closing balance only if more stock is physically available than CB which I sowing in IMMS app.

  • All HMs/NGOs shall maintain proper stock registers for Fine Rice. Records will be verified during surprise inspections.
  • Any deviation in stock (over-stock/old stock) will be viewedseriously and disciplinary action will be initiated as per rules in force. Indent confirmation must be done from 9th to 12th of every month without fail. Schools failing to confirm will not receive allocation.
  • HMs must confirm rice receipt at the time of delivery itself Still, 5,400 schools have not confirmed receipt. Non-confirmation will lead to stoppage of next month's allocation.
  • HMs shall follow First-In, First-Out (FIFO) method in utilization of rice.
  • HMs must record feedback on quality of rice (Good / Average / Poor) at the time of opening each bag.

5. Therefore, all District Educational Officers in the State are requested toissue necessary instructions to all Head Masters and NGOs regarding placing of indents, receipt, consumption, and utilization of Fine Rice in strict

compliance with the above guidelines. Top priority should be given to this item
