ORDER:
In pursuance of the Budget Release Order issued in the G.O.2nd read above, Government, hereby accord administrative sanction Order for an amount of Rs.10,00,00,000/- (Rupees Ten Crore) as additional funds for clearing the pending retirement benefits of petitioners under the control of APEWIDC on loan basis with an interest of MCLR + 2% involved in 38 Contempt Cases listed before the Hon'ble High Court on 26.09.2025 in relaxation of treasury control and quarterly regulation orders pending provision of funds by obtaining supplementary grants at an appropriate time during the C.F.Y 2025-26, subject to the following conditions:
1. The present loan of 10 crores, along with the earlier loan of 10 crores (totalling 20 crores) sanctioned to APEWIDC, shall be recovered from the Corporation through Payments Receivable on account of Project Supervision (PS) charges. The recovery shall be effected in an auto-debit mode, as and when the pending bills for completed works are cleared by the Finance Department and the corresponding PS charges accrue to the Corporation. The CEO, APCFSS, shall make necessary technical and procedural arrangements to operationalize this mechanism.
2. The Corporation shall not undertake any fresh recruitment, in any manner, in view of the significant recurring expenditure being incurred on salaries and pensions.
3. The Corporation shall initiate proactive measures to review its existing manpower and take steps to rationalize and downsize the same, guided by the principles of economy, efficiency, and effectiveness in human resource management.
4. This loan is sanctioned with interest at MCLR + 2% in line with the rate fixed for the loan sanction earlier.
2. The amount sanctioned in para (1) above shall be debited to the Head of Accounts mentioned in the BRO 2nd read above
3. The DDO, School Education Department is requested to draw the funds and adjust the same to the PD Account of APEWIDC.
4. The Managing Director, APEWIDC, shall take further necessary action accordingly, in the matter.
