The Director of School Education (DSE), Andhra Pradesh has issued important proceedings regarding Teacher Information System (TIS) updation and preparation of seniority lists for Grade-II Headmasters and Teachers of all cadres and managements. These instructions aim to avoid errors in transfers and promotions and to streamline the administrative process.
This update is crucial for Headmasters, Teachers, DEOs, and RJDSEs across the state.

Background of the Proceedings
During transfers and promotions held in May & June 2025, several issues were reported due to:
- Incorrect or incomplete TIS data updation
- Errors in service points calculation
- Parent management issues
NCC & MW related discrepancies
To prevent recurrence of such problems, the department has decided to allow fresh TIS updation and preparation of revised seniority lists.
TIS Updation – Key Instructions
- All Grade-II Headmasters & Teachers of all cadres and managements are permitted to update and verify their TIS data.
- Transfers and promotions will be considered strictly based on TIS data only.
- No editing or modification will be allowed at the stage of submitting transfer or promotion applications.
- Furnishing false or misleading information in TIS will attract disciplinary action.
Seniority Lists – Publication Process
- Provisional seniority lists must be published:
- Category-wise
- Management-wise
- On District Official Websites
- On the Notice Boards of DEO & RJDSE offices
- Objections / grievances must be invited within the stipulated time.
- After redressal of grievances, final seniority lists shall be published.
District Grievance Redressal Mechanism:
A District Grievance Redressal Cell shall be constituted in each erstwhile district with the following members:
- District Educational Officer (DEO) – Chairman
- Additional Director (AD) – Convener
- Additional Director of new district – Member
- Superintendent & Section Assistants – Members
- ASO / APO – Supporting Staff
Separate committees will also be formed for each cadre to receive and consolidate grievances.
Working Hours for Grievance Redressal:
- Grievance Redressal Committees shall function daily from 3:00 PM to 6:00 PM.
- Status of grievances must be communicated to the concerned teachers/headmasters.
