SMC Guidelines 2026: Major Update for Schools Across Andhra Pradesh

In a significant move to strengthen community participation in school education, the Government of India has officially launched the School Management Committee (SMC) Guidelines-2026. Following this, the State Project Director of Samagra Shiksha, Andhra Pradesh, has issued instructions for the effective implementation of the guidelines across all government schools in the state from the academic year 2026-27. 

The new guidelines are designed to align with the objectives of the National Education Policy (NEP) 2020, the Right to Education (RTE) Act 2009, and the Samagra Shiksha programme. 

Key Highlights of SMC Guidelines 2026

1. Nationwide Launch by Ministry of Education

The Ministry of Education, Department of School Education & Literacy (DoSE&L), Government of India, officially launched the SMC Guidelines-2026 on 6 May 2026. 

2. Alignment with NEP 2020

The guidelines have been prepared in accordance with:

National Education Policy (NEP) 2020

Right to Education (RTE) Act, 2009

Samagra Shiksha Programme

Previous SSA and RMSA guidelines 

3. Earlier SMC Guidelines Superseded

The Ministry has clarified that the newly released SMC Guidelines-2026 replace all previous instructions and guidelines related to School Management Committees. 

4. Available in Multiple Languages

To ensure better accessibility and understanding at the grassroots level, the guidelines have been published in all official languages, including Telugu and English. 

Instructions Issued to Education Officials

The Andhra Pradesh Samagra Shiksha Department has directed:

Regional Joint Directors of School Education (RJDSEs)

District Educational Officers (DEOs)

Additional Project Coordinators (APCs)

Deputy Educational Officers (DyEOs)

Mandal Educational Officers (MEOs)

School Principals

Headmasters

to circulate and implement the new SMC Guidelines in all schools under their jurisdiction.
