AP Government Expands Scholarship Benefits for SC & ST Students: The Government of Andhra Pradesh has issued G.O.Ms.No.13, Social Welfare (EDN.I) Department, dated 30 June 2026, extending the benefits of the Post Matric Scholarship (PMS-RTF) scheme to eligible Scheduled Caste (SC) and Scheduled Tribe (ST) students pursuing undergraduate courses in Deemed-to-be Universities across the state. This initiative will be implemented under the Public–Private–People Partnership (P4) Model.
Key Highlights
SC and ST students studying undergraduate courses in Deemed Universities are now eligible for PMS benefits.
The Government of India will provide:
60% funding for SC students
75% funding for ST students
The remaining State share will be funded through P4 contributions from philanthropists, High Net Worth Individuals (HNIs), alumni, institutions, and other sponsors.
Sponsors must continue supporting the student until the completion of the course.
Students must fulfill the eligibility criteria prescribed under the Andhra Pradesh Post Matric Scholarship Scheme.
How the Funding Will Work
The scholarship will be implemented through a joint funding model:
SC Students
Government of India: 60%
P4 Contribution (State Share): 40%
ST Students
Government of India: 75%
P4 Contribution (State Share): 25%
Sponsors will deposit their contribution through the CFMS Portal, after which the scholarship amount will be processed through the PFMS Portal.
Scholarship Payment Process
P4 sponsors deposit the State share into the State Treasury through the CFMS Portal.
The Social Welfare and Tribal Welfare Departments process payments through PFMS.
For SC students, funds are credited to Aadhaar-linked bank accounts.
For ST students, funds are directly transferred to the respective college accounts.
