The Andhra Pradesh Government has issued the much-awaited Draft Guidelines for Employee Allocation under the Presidential Order 2025, paving the way for the reorganization of employees into newly constituted District, Zonal, Contiguous Zonal and Multi-Zonal Cadres. The draft guidelines explain the complete procedure for seniority verification, cadre allocation, option submission, special category priorities, spouse cases and grievance redressal.

Why Are These Guidelines Important?

After the implementation of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, the Government reorganized civil posts into various local cadres. To complete this process, employee allocation guidelines have now been drafted for all government departments.

Three-Tier Committees for Employee Allocation

To ensure transparency and fairness, the Government has constituted three levels of committees:

1. District Level Committee (DLC)

Responsible for allocation of employees to District and Contiguous District Cadres.

2. Head of Department Level Committee (HLC)

Responsible for allocation of employees to Zonal and Contiguous Zonal Cadres.

3. Secretariat Level Committee (SLC)

Responsible for allotment of employees to Multi-Zonal Cadres.

Stage 1: Seniority List Preparation and Verification

The implementation committees will verify:

- Cadre strength
- Working strength
- Employee service records
- Seniority positions

The seniority list will include:

- Employees on probation
- Deputation staff
- Employees on leave
- Employees under suspension
- Training personnel

The list will also contain details such as date of birth, gender, mobile number, community status, disability details and special category information.

Stage 2: Publication of Seniority Lists & Employee Options

Draft Seniority List

- Draft list will be published online.
- Employees can submit objections within 3 days.
- Objections will be examined within the next 3 days.
- Final seniority list will be published on the 7th day.

Option Forms

Employees must submit their preferences for:

- District Cadres
- Zonal Cadres
- Multi-Zonal Cadres

Important: Once an option is exercised, it becomes final and cannot be modified later.

Stage 3: Employee Allotment Process

The allotment process will consider:

1. Administrative requirements
2. Employee seniority
3. Cadre preferences submitted through option forms

Special Priority Categories

The following employees will receive priority irrespective of seniority:

✅ Persons with Benchmark Disabilities (70% and above)

✅ Employees having mentally challenged children

✅ Widows who have not remarried

✅ Employees suffering from:

- Cancer
- Neurosurgery-related ailments
- Kidney Transplant
- Liver Transplant
- Open Heart Surgery

If multiple employees belong to the same special category, seniority will be considered.

SC/ST Employees Distribution

The draft guidelines clearly mention that SC and ST employees shall be distributed proportionately among local cadres.

Where required, adjustments may be made to maintain the prescribed representation of SC/ST employees in each cadre.

Publication of Allocation List

After completion of allotment:

- Allocation lists will be published on departmental websites.
- Allotment orders will be issued to employees.
- The new local cadres will come into force immediately after issuance of orders.

Joining Report & Posting Orders

Employees allotted to new cadres must:

- Submit joining reports within 7 days.
- Receive posting orders within 7 days from the competent authority.

Employees continuing in the same local cadre area will be deemed to have been posted at the existing station itself.

Special Provision for Census & Election Duties

Government employees engaged in:

- Census-2027 duties
- Election-related duties

will be given relaxation and can join the new cadre after completion of assigned duties or after the transfer ban is lifted.

Spouse Cases: Good News for Employees

Where husband and wife are both Government employees and allotted to different cadres:

- They can apply online for cadre change after joining.
- Requests will be examined by the implementation committees.
- Subject to vacancies and administrative feasibility, both spouses may be accommodated in the same cadre.

Grievance Redressal Mechanism

Employees dissatisfied with allotment orders can:

1. Join the allotted cadre first.
2. Submit a representation through the concerned authorities.
3. Government will examine the case and issue final orders.

Final decisions are expected within 30 days after considering representations.

New District Mapping Under Presidential Order 2025

Some important district mappings include:

- Krishna → Krishna, NTR
- Guntur → Guntur, Palnadu, Bapatla
- Chittoor → Chittoor, Tirupati, Annamayya
- Kurnool → Kurnool, Nandyal
- Anantapuramu → Anantapuramu, Sri Sathya Sai

The Presidential Order 2025 reorganizes the earlier 13 districts into 26 districts and 4 zones into 6 zones.
